Employment Outlook is Bleak

According to the latest SHRM/Rutgers LINE Employment Expectations for July 2008, the employment outlook is looking pretty bleak. 
Recruiting difficulty in the service sector actually hit negative numbers (-4.3). I am not certain what this means??

Nevada’s Unemployment Rate at 5.7 Percent for April

From: Nevada Department of Employment, Training and Rehabilitation. 
Nevada’s unemployment rate dropped by one-tenth of a percentage point to 5.7 percent in April. The rate is still 1.1 percentage points higher than in April 2007, said William Anderson, chiefeconomist for Nevada’s Department of Employment, Training & Rehabilitation.
